Job Description


Cherokee County is seeking a Capital Projects Program Manager to manage comprehensive program management services for a large park improvement program. This will consist of numerous projects with complex construction phasing. Responsible for all planning, design, bidding, construction and closeout of capital projects comprising a program valued in excess of $90 Million, and may include additional capital projects throughout the county in areas of transportation, public facilities, and other public projects. Qualifications
QUALIFICATIONS: Bachelor’s Degree in Engineering, Planning, Construction Management, Architecture or Finance required. Master’s Degree Preferred REGISTRATION PE, RA, or ACIP preferred. EXPERIENCE •10 to 15 years experience with managing large capital programs, preferably park development and construction, involving the design and construction of multiple projects simultaneously •Experience providing comprehensive program management services for large capital park programs •Extensive business background •Managing all personnel related issues for professional and administrative staff KNOWLEDGE, SKILLS AND ABILITIES •Superior verbal communication skills to deal with senior management, elected officials, as well as consultants and contractors •Strong written communication skills to draft correspondence as well as documents related to design and construction such as technical specifications •Exceptional public presentation skills and ability to make presentations to large public audiences •Dealing with large, diverse organizations with many stakeholders •Understanding public finance •Understanding of local, state and federal agencies and their associated regulations •Knowledge of management areas including: owner finance, public finance, scope development, contract negotiations, program and project controls such as cost/budget, schedule, claims, change order management, QA/QC, design (vertical and horizontal), staffing requirements, communication and coordination, stakeholder collaboration •Knowledge of Primavera Program Certification Required Professional Engineer or Registered Architect
